Neurophysiological, ambitational and sexual
education of the whole society - to rescue the
world

Abstract
The authors at the outset consider data
related
the dangerous geopolitical confrontation and
polarization of ideological attitudes. They
enumerate the most controversial social problems
and illustrate the diversity of regulations in
the legislation on custom behaviors by citing
maps and charts produced e.g by the World
Justice Project. They maintain that the
interpretation of the actual situation would be
more effective taking into account the neural
determinants of liberal and conservative
attitudes.
The consideration of subconscious,
biologically conditioned mental attitudes
explain Fukuyama's mistake. The steady emergence
of authoritarian regimes consolidating the
patriarchal organization of society is
inevitable. Counteraction by proponents of
liberal attitudes has led to varied customs in
different countries. The authors believe that a
reduction of polarization of ideological
conflicts and improvement of mental public
health could be achieved by implementing a broad
educational program, disseminating some elements
of knowledge from the realm of neurophysiology
and the
history of influences of religious doctrines on
attitudes to sexuality and conditions of
widespread hypocrisy. They propose an outline of
such an educational program. An important
element of this educational program should be an
attempt to convince participants that one should
not be passive and should take one's own, even a
slight action aimed at fighting for increasing
freedom, which is threatened not only by
oppressive authoritarian power but also by
current patriarchal patterns.
Introduction
When we follow the contents of selected,
recognized journals and the content of daily
conversations, we can determine the problems and
dilemmas that are of the greatest concern today
[1-4]. The following probably are among the most
disturbing social problems today:

The threat of nuclear war on a global scale as a
result of geopolitical polarization.
2.
The growing impoverishment of many societies
resulting from the ongoing war.
3.
The intensification of ideological disputes and
the poor state of public mental health (the
prevalence of depression, drug addiction).
4. A low
average level of mental well-being (a lack of
optimism).
5. Numerous
local conflicts ethnic, cultural, and economic
in nature.
6.
Poverty and even the threat of food and
energy shortages in many regions of the world.
7.
Low levels of education in many
countries, regions. Vulnerability to false data.
8. Excessive
polarization of wealth and controlled capital.
9. Demographic
problems.
The purpose of this article is to try to
formulate an explanation for the causes of these
two phenomena and to propose remedies.
The current diversity of ways in which societies
are organized
Using Fukuyama’s social theory, known by the
phrase "the end of history", one can determine
quite precisely under which circumstances
effective solutions could be found for most of
the listed global problems [5]. Thus, for the
purposes of this inference, it can be assumed
that most of the problems could be avoided if in
all societies a democratic way of replacing the
ruling authorities was assured so that the
decisions and regulations made by such
authorities would be optimal and not threatening
to their neighbors.
A change of government is only possible
if the organization of a given society is
democratic. Fukuyama assumed that such a
situation would soon arise in all countries.
However, this has not happened [6]. There
are still many countries in the world,
controlled by authoritarian or even totalitarian
regimes.
If we consider, for example, Russia as an
example of a totalitarian-run country, then the
result of the vote held in the UN General
Assembly on March 2, 2022 to condemn the attack
on Ukraine can serve as an illustration of the
prevalence of acceptance of autocratic rule. It
is illustrated by the map (Fig.1) presented
below, illustrating the results of
United Nations General Assembly Resolution
ES-11/1 [8].
For our inference, it is useful to formulate a
practical, intuitive criterion helping to
determine if a particular country is ruled in a
democratic way. Most readers will probably agree
that such a criterion should include the
question, "Whether free, fair elections are held
in the country, and whether there is freedom of
speech, freedom of religion, whether the rights
of minorities and equality between men and women
are respected”.
It is worth noting that this criterion cannot be
limited only to the question of whether the
group of people in power is selected on the
basis of properly organized, free elections. In
many countries, elections are not free and fair.
More important, though, is the fact that after
an authoritarian regime has been in place for a
long time, the restriction of freedom of speech
that takes place makes the majority of citizens
of such a country give credence to intense
propaganda, and they support, even during
elections, a continuation of the authoritarian
regime.
An essential part of the criterion for the
existence of a democratic government is
therefore to ask whether there is freedom of
speech, adherence to the rules of law, and
whether there is respect for the rights of
minorities and equality between men and women.
It is usually difficult to implement and
maintain a democratic system if the organization
of society is still patriarchal in nature. An
intuitive criterion confirming the existence of
democratic governance of a country is the
proportion of women sitting in the parliament of
the country.
One can also refer to the findings made by the
World Justice Project [9]. WJP is becoming
increasingly more well known. On this
organization's website we can read:

peace, less inequality, improved health
outcomes, and more education...
The WJP
Rule of Law Index® calculates scores and

of Law Index are organized around eight primary
factors: Constraints on Government Powers,
Absence of Corruption, Open Government,
Fundamental Rights, Order and Security,
Regulatory Enforcement, Civil Justice, and
Criminal Justice... Scores range from 0 to 1,
where 1 signifies the highest score (strong
adherence to the rule
of low) and 0 signifies the lowest
possible score (weak adherence to the rule
of law).
It is easy to become familiarized with the
diversity of this score among the 140 countries
of the world by looking at the map presented in
Fig. 2.

In order to visualize differences between
countries with strong and week adherence to the
rules of law and the practical utility of
determining this score we present the maps
(diagrams of sub-scores) for USA, Germany and
Venezuela (Figs. 3,4,5)
The probable cause of the steady emergence of
authoritarian regimes
Our own analysis of data from neural sciences,
sociology and psychology leads us to formulate a
possible theoretical explanation for why there
is a steady emergence of authoritarian regimes
around the world.
This explanation is based on the insights
of those researchers who have noted that
specific neurophysiological characteristics
predispose one to liberal-democratic or
conservative attitudes [10-16]. Our explanation
is based on the fact that the main
distinguishing attitudes characteristic for
conservatives include: respect for traditional
authorities (authority), a sense of belonging to
a group and identifying with the views of its
members (ingroup), and respect for the so-called
purity of the body (purity) [15]. Among these
qualities, there are no attitudes that encourage
democratic interpersonal relations. Thus, there
are constant conditions that a leader will
emerge from those with conservative views,
wishing to seize power and then never wanting to
give it up again.
Such a leader often succeeds in persuading a
large number of supporters because they are also
people from his social circle, and therefore
also people with a conservative attitude, who
see nothing wrong with the abolition of
democratic social control. What is more, the
leader and the community of conservatives who
support him approve and even prefer so-called
"strong-arm rule." An immanent personality trait
of people with conservative views is at the same
time a favoritism for traditions, including
religious traditions, and an aversion to freedom
of customs, which leads to the maintenance of
the patriarchal organization of society.
The intensity and diversity of ideological
controversies over ethical issues
If one considers the list of humanity's most
disturbing problems, it can be seen that they
stem also from widespread patterns of behavior,
patterns of mores, and common prejudices. It is
possible to identify those problems for which,
globally, there is considerable differentiation
and even extreme polarization of views. This
significant differentiation can be seen in the
maps, presented below, showing the diversity of
outlooks and regulations characteristic for
particular countries of the world (Figs. 6, 7,
8, 9). The polarization of views is significant
in such contentious dilemmas as adultery laws,
the legality of prostitution and pornography,
the permissibility of abortion,

A convincing explanation for this variation
requires a discussion of the reasons for the
prevalence of hypocritical attitudes of
custom patterns. It
is necessary to explain the connection between
these dilemmas and the messages of religious
systems and the position of the clergy.
If we take into account the content put out by
activists of the feminist movement, women's
rights activists as well as authors of
publications in the field of psychology,
sexology and the message of many contemporary
writers, it should be concluded that the
community in Western countries has already
acquired the knowledge that could be the basis
for eliminating prejudice and hypocrisy in
widespread customs.
However, in some regions of the world such as
the Middle East, Iran, Afghanistan, Indonesia
and many African countries, which are mainly
countries inhabited by the followers of Islam,
the elements of this knowledge are not
disseminated. Moreover, their dissemination is
prohibited.
Even in countries of Western culture this
knowledge is not effectively disseminated. It
should be remembered that the changes in customs
have taken place relatively recently. The
occurrence of these transformations is referred
to by the term the “sexual revolution”, which is
documented by many cultural accomplishments.
This is well illustrated by the map, cited in
Figure 7, showing the diversity of adultery laws
in the United States.
It is worth recalling the data on the calendar
of changes in customs that have taken place. For
example, as late as 1973, there was legislation
in Germany known as "Kuppelparagraph," which
prohibited the renting of rooms to non-married
couples [17]. Punishment also threatened such
parents who allowed their children to have
contact with potential sexual partners in the
family home or neglected to supervise their
children's moral behavior [17].
In many circles, there are social processes that
either block the dissemination of this knowledge
or block the application of solutions, including
legal regulations, that would eliminate
prejudice and hypocrisy. This state of affairs
can be illustrated by numerous examples. One
can, for example, enumerate the encyclic “Humanae
vitae” elaborated by Pope Paul VI, the
cancellation of Roe vs. Wade by the U.S. Supreme
Court on June 24, 2022, the amendment of
regulations on abortion on 2021 by the
Constitutional Court in Poland.
An analysis of published works on this
issue leads us to formulate the hypothesis
presented below.
Cognitive gap requiring neurophysiological and
sexual education of the whole society
Due to specific conditions in the field of social and cultural development, the possessed anthropological knowledge about human nature is not widespread enough to prevent dangerous threats. [18]. The key missing links of the discernment can be expressed. It is necessary to make people aware that within the culture of Western countries, even in countries where there has been significant secularization and withdrawal from religious practices, the mindset of most inhabitants still obligates them to consider religious promises for an afterlife and the recommended sexual abstinence. It should be remembered that Western culture in spiritual matters refer to Christianity because no other benchmarks have been established. In this situation, the statements about sexuality that are embedded in the most important dogmatic records still apply. Thus, the statements on the subject declared by the founder, who establishing this religious cult applies. It is a commentary on the seventh commandment, written in the text of the '”Sermon on the Mount” (Matthew 5: 27-32 - the seventh commandment - Thou shalt not commit adultery) [19]. If an existing, irrevocable, dogmatic record on sexuality is not a convincing argument, then it should be recalled that celibacy still applies in the Catholic Church, which implicitly plays the role of an example. To recognize the intensity and prevalence of this bias, we propose considering one’s own emotional reaction to Dr. Robin Buckley's TED lecture [20]. It is necessary to realize that conservative values, which include so called ‘pro-life’ attitude, opposition to a holistic sexual education, and many regulations constituting women's rights, also stem from religious argumentation. The perception of dangerous, demonic sexuality usually occurs simultaneously with attempts to limit, enslave, and impose the will not only in the domain of sexuality, but also in all other spheres of life. Accusing persons always refer to one of the stereotypes of thought and taboo prohibitions formulated on the basis of religion and speak from the point of view of sexually embarrassed people. The link between aversion to sexuality and the desire to restrict freedom can be traced, for example, by analyzing the social relations taking place in Afghanistan and Iran. The circumstances, described above, are explained for example by the author of the article with the meaningful title: "Why do Putin, Trump, Tucker Carlson and the Republican party sound so alike?" [21]. It is important to realize that the maintenance of the above-mentioned attitudes is the basis for upholding the patriarchal organization of society. In those societies where such patriarchal relationships have been abandoned, such as in some Scandinavian countries where governments are headed by liberal-minded women, the danger of a shift to authoritarian power is removed [22]. Conversely, the social situation in countries such as Iran and Afghanistan provide arguments for the link between an aversion to sexuality, the patriarchal organization of society and the tendency toward authoritarian governance. It is important to realize that in patriarchally organized societies - criticism of thinking, independence of judgment, and curiosity are not positive values. A hypocritical attitude and passivity are widespread and not socially condemned [23-27]. The widespread attitude of hypocrisy probably stems from a desire to avoid tension between natural human drives, desires and even clandestine behavior, and what, in the face of the taboo system in force, can be officially recognized or said. Hypocrisy makes it possible to think and do some things and say something else. To complete our inference, it is necessary to recall here the characteristic set of psychological traits of people with a conservative attitude, that is, people who tend to run a patriarchal society. We stressed above that they are characterized by "respect for traditional authorities (authority), a sense of belonging to a group and identifying with the views of its members (ingroup), and respect for the so-called purity of the body (purity)." Not surprisingly, people who do not fully share views labeled with the term "purity" apply a kind of defense mechanism in the form of a hypocritical attitude towards those characterized by "authority" and "ingroup" attitudes. Hypocrisy in family relationships has become an attitude that is transferred to social relationships. Hypocrisy has also steadily become a way of dealing with people who want to dominate others. These general statements can be explained by an attempt to describe the average level of frustration and its reasons noted by doctors, psychologists and nurses (health care professionals and psychotherapists) in many countries of the world [18]. Many parents cannot cope with upbringing problems. A significant proportion of youth experience trauma and feel lonely. Alcoholism and other addictions, as well as personality disorders often result from deficits in emotional support Many couples bond without prior discussion of expected patterns of behavior. The lack of honest conversations beforehand is due to the fact that discussions about the dilemmas of fidelity, exclusivity, betrayal, and expected sexual behaviour are avoided. Many married couples and other partnerships are frustrated by the need for fertility treatments. In some countries, the regulations regarding the admissibility of terminating a pregnancy are still a problem. A significant proportion of people in average communities do not have firm, high self-esteem. It seems to us that it is important to emphasize that there are two interacting sources of the adverse mental state of public health Taking into account the list of the most important contemporary problems of concern formulated at the outset, it might seem that they stem mainly from the undemocratic organization of many societies highlighted above, which often leads to authoritarian, oppressive governments. However, we have also included in this list the causes of discomfort resulting from intensified ideological disputes. The poor state of society's mental health (prevalence of depression, drug addiction, low average mental well-being, optimism deficit) may be due not so much to government influence as to ideological disputes around ethical issues. If we look at the social situation in Iran and Afghanistan, two exemplary countries characterized by a low WJP Rule of Law Index we see, not only low scores for such a parameter as "1.6. Lawful transition of power" but also for such parameters as "4.4 Freedom of expression" and "4.6 Right to privacy", "8.4 Discrimination".
The question arises as to how much this second behavioral conditioning of adverse public mental health is the result of ruling regimes, and how much is rather the result of tradition in the domain of customs. The remarks made above delineate what elements of knowledge should be provided in a possible educational program that should be implemented to improve the described situation.
The outline of an educational program on neuroscience and sexuality necessary to improve public mental health. In order to reduce the number of people’s existential frustrations as well as global threats, it is necessary to implement universal education of young people and also adults on how to eliminate hypocrisy in widespread customs. It would be possible to alleviate people's numerous existential frustrations as well as dangerous social and geopolitical imbalances by supplementing the content taught in current educational systems with knowledge of elements of neuroscience and psychological functioning in the area of sexuality. The educational program discussed here should aim not only to transfer theoretical knowledge but to teach specific action skills. It should include the ability to exert "at least minimal personal influence." The program should make the participants have the ambition to realize a personal achievement aimed at diminishing an area controlled either by authoritarian authorities or by a patriarchal society.
The overall goal of the educational program in
question would be to transfer the knowledge and
skills that would benefit each individual
concerned, as well as society as a whole. These
tangible, real benefits would consist in
increasing the "area of freedom" both for
oneself and for society as a whole.
The educational course discussed here would have to explain and disseminate an important piece of neuroscience knowledge that there always will be (i) conservative and (ii) liberal people, and that one can exaggerate and take a far-right populist stance in this regard. It would be necessary to explain that (a) people should not be gullible and naive, that (b) that it is important to distinguish truth from falsehood - and detect attempts to turn the truth on its head, (c) how to spot manifestations of hypocrisy and cynicism and detect the hidden agenda, i.e., the real intention of interlocutors. This teaching should also emphasize that it is very important to be interested in what is happening in the world and what people of culture have to say. It should be made aware that socially and personally beneficial is the attitude not to be passive, silent, that it is a value to talk, discuss and transfer own observations to others. Moreover, the educational program discussed here should specify what tools of objective assessment are available (questionnaires, scales, tests, interview scenarios) determining what is the situation in a given community. It would be necessary to raise awareness that over the centuries many other systems of spiritual power have already been proposed (in addition to Christianity), ranging from ancient philosophical concepts (Platonism, Pantheism) to different religious systems such as Buddhism (vide: Thailand), Shintoism (vide: Japan), Confucianism (vide China). It is important to know what the message of these other systems is about sexuality. A key element of the program should be raising awareness of the importance of exerting "personal influence." As we have already stressed, the program should make participants have the ambition to realize a personal accomplishment aimed at diminishing an area controlled either by authoritarian authorities or by a patriarchal society. It is easy to provide examples of the practical realization of this "personal impact." The form of educational activities can be very different. We give suggestions for titles of appropriate lectures of such an educational course. Most likely, for each such topic, a justifiable, pertinent, written or recorded lecture can be found in existing information resources [25-27].

he descriptions of the elements of the special education program, discussed here, is characterized by a rather high level of generality. In order to give an idea of the objectives of the program, we precise here one of the selected element to illustrate better the planned method of impact. We will do so regarding the 8th program element defined as: "The average, contemporary formation of the youth's mindset, avoiding the "key sincere conversation" (watchword: "the indispensability of one sincere conversation"). So, in the course of the "average, contemporary formation of the youth mindset" it is assumed (and so it is presented in conversations and in writing) that partners should be faithful to each other, otherwise it is the treason. Infidelity, i.e. acts that are inconsistent with the pledge given to the partner, is undoubtedly reprehensible. The prevalence of such situations (vide literature and films) prompts us to look for reasons. The answer can be found already analyzing the average circumstances of the pledge of allegiance. Treason is an action contrary to the pledge of allegiance. The question arises, however, to what extent the partners have pledged fidelity to each other. The paradoxical nature of the cognitive deficit on this issue lies here in the fact that this pledge was ritualistic only. It did not occur in the course of a sincere conversation. Moreover, it would be difficult not to pledge fidelity, as it would be incompatible with the taboo system determined by several factors. Not pledging allegiance is almost impossible in the face of the Seventh Commandment and the average expectations of people being from the enneagramic tragic-romantic sign. Moreover, this ritual pledge is usually not contradicted the predictions of young people who have just met. The problem arise usually at a later age. There often arises the need to have another conversation, but this time not a ritual one, but a difficult and sincere about the promise of faithfulness. However, such talks are not conducted. The need for a renewed - this time sincere - conversation about how much we want to keep our fidelity is discussed in her numerous materials by Dr. Zhana Vrangalova [ https://www.drzhana.com/ ] [28, 29]. The more detailed discussion of the element 8 of the program indicates an example of the content contributing to the existence of difficult social problems, requiring additional explanations by the discussed special educational program. A more precise description of the content of the mentioned lectures exceeds the possibilities of this article. However, it is possible to find in the existing cultural, cinematographic and journalistic records the lectures and presentations conveying the correct message for the highlighted topics. The examples can constitute the video presentations developed by Olivia Richman [30], Helen Fisher [31], Esther Perel [32,33], Tilly Lawless [34], Nicole Emma [35], Olivia Tarplin [36].
The expected effect of diminishing hypocrisy and respecting women's rights and postulates of sustainable feminism on the population quality of life, the rule of law and geopolitics. The presented vision of broad, population-based neurophysiological and sexual education has not yet been realized. The authors of the article recognize that they have no evidence that it would be beneficial.
However, taking into account the nature of the
proposed educational activity, it should be
expected that the appropriate legislative
process would be stimulated
or
accelerated This should lead to a lower incidence of mental disorders such as depression and anxiety. The outlined program would probably reduce alcohol and drug addiction, reduce the frequency of acts of violence, mobbing, harassment, a xenophobic attitude, and hostility to refugees, would be less frequent. Fewer adolescents would have personality disorders and fewer educational difficulties would occur. Fewer partnerships would experience so-called incompatibilities of character, fewer politicians would display extremely fundamentalist or authoritarian attitudes, some publicists, journalists would abandon widespread misrepresentation and manipulation, some clergy would modify their strict, fundamentalist message. Who could implement the education program of the whole society
The outlined kind of educational program could
be implemented by the government of a particular
country. Then the government could use the
entire educational system (schools of all
levels, universities) and promotional campaigns
in the media. Such an intention of the
government would only be possible if the
government was based on a parliamentary
majority, which had in its political program a
plan to implement the vision presented here.
Nevertheless, we realize that in countries where
there is still a patriarchal organization of
societies, the implementation of such an
educational program will not be undertaken.
To a limited extent, however, such activities
can be undertaken by doctors, nurses and
psychologists working in institutions dealing
with public health and health care [28-30].
The content of this lecture also gives rise to
the possibilities resulting from one of the
postulates of the 'special educational program'.
We posit above
that the key element of the program should be
awareness of the importance of exerting
"personal influence". As we emphasized, the
program should make the participants have the
ambition to realize a personal achievement,
aimed at diminishing the area controlled either
by the authoritarian authorities or by the
patriarchal society. Determining the essence of
these personal accomplishments is simple. Such
an achievement could be the development of
information in form of lectures, presentation,
etc. increasing
awareness of the topic raised above or simply
presenting such information to a person or group
of people.
Stimulation of
these personal influences, personal
contributions, would be therefore in fact a part
of the plan of the impact exerted by the
educational program in question.
